The pre-flop raiser could have a real hand, or this could just be a continuation bet – you really have no idea which. Compounding your troubles is the fact that you can’t close the action by calling; there’s a third player (the small blind) still involved, and his check on the flop told you nothing about his hand, since very few players would fire though a pre-flop raiser and a cold caller in this spot. In total, you’re in a position where a player has already committed money to the pot, and you know nothing more about either of your opponents’ holdings than you did before the flop was dealt.
When your relative position is poor you usually need to tighten up, since you’re operating with very little additional information about the power of your opponents’ hands.
